Oil spills and leakage are unfortunately increasingly common occurrences. The world's dependence on oil as an essential energy source necessitates oil companies to explore, drill and transport oil from around the globe. As a result, spillage continuously occurs and responsible companies and governmental agencies must be prepared to respond accordingly.

In the past, such response to accidental oil releases has been slow due to lack of technology and capability. A classic and exemplary event was the Exxon Valdez tanker crude oil spill in Prince William Sound, Alaska which occured in March of 1989. Oil spill countermeasures were tragically insufficient to handle the nearly 11 million barrels of Alaskan crude oil spilled into the Sound.
